This thesis concerns the Policy process of a proposed bill. The specific bill constitute a new penal law which is supposed to replace the old penal law from 1974.The questions asked considers what in the foregoing Policy process that has proceeded, affected and also characterizes the proposed bill. In order to be able to produce a deep and reliable analysis to this question I use two different theories.The first theory being used consists of John W. Kingdons theory of ?multiple streams? which I use to answer the specific question ?what can be recognized to have proceeded and characterize the Policy process that the penal law bill involve??.The second theory consists of Peter Santesson-Wilsons development of symbolic policy theories which is given a concrete form in the ?taxonomy of symbolic policy? which he presents.

The creation of Region Skåne, and the transfer of the development responsibility from the national administrative country board (Länsstyrelsen) has given the state new challenges. New structures have grown between Region and State, and also between different municipalities. These can be characterized as Policy-networks, and the goal of this study is to analyze the planning process of the regional infrastructure with these theories.This is a qualitative study of the infrastructure process in Skåne, and the actors that acts within this process. It has been studied with the eyes of the theories of Governance and Policy-networks. The main method to collect material has been through interviews with different actors within the process, and very little written material has been used.

After the last election Sweden has got a government that claims to be feminist. This thesis discusses whether the change of labels has also brought along policy formulated in a feminist way, arguing that the way policy is expressed affects how people see a certain problem. Three policy proposals are analysed, and in only one case the government seems to have been influenced by feminist ideas. The other proposals partly support claims made by new institutionalism that norms and routines in an organisation work to resist policy change, but also shows that feminist ideas are resisted more actively. The fact that so called policy entrepreneurs was present in the Policy process at a certain period in time, probably counts for one explanation to the exceptional policy.

The following study is dedicated to investigate what kind of problems an organisation might stumble upon in the process of implementing a policy related to information security. Alongside investigating the eventual problems occurring in the implementation process of an organisation, the study also sets out to analyse how an organisation can motivate staff in order to follow the guidelines of a policy. The collection of empirical data was done using interviews. In order to seek answers to our research questions a theoretical background is presented that illustrate the need for information security after which motivational theories are applied to our collected data.To summarise the results of the study we find a gap of knowledge between the employees of the organisation. The organisational level of an employee together with the degree of participation in working with a policy seems connected to both the employee?s knowledge of a policy as well as how well the employee are motivated to learn about and follow the guidelines provided from a policy..

This study deals with one particular instance of foreign policy change in Sweden; The political take-off for enhanced Nordic Defence and Security Cooperation in the beginning of the 21st century which led to an agreement on a Nordic declaration on slolidarity. The aim of this study is to explain why the political development has undergone a rapid upturn and when such a policy change occur. Its purpose is to explain what factors and conditions that influenced the policy change. It also explores the meaning of the Nordic Declaration of Solidarity. The theoretical point of departure is Foreign Policy Analysis combined with John Kingdons policy-window theory.

The Motor Group of the European Council was commissioned in the autumn of 1997 to prepare a proposal for a new European Bus and Coach Directive. In the beginning, most of the Member States did not have the accessibility requirements as their main concern; still a smaller network with actors from the National delegations from Britain, Germany and Sweden would influence the other National delegations in the Council group to finally agree to retain the requirement of accessibility of the Directive. Within the EU decision process, the European Disability movement acted as a strong player during the whole negotiation process using the proposal to a new Bus and Coach Directive as a tool to influence key actors to go towards a Directive with a strong approach for accessibility.Policy Transfer and Policy Transfer Network are used as analytical tools to understand and structure the transfer of the question of accessibility during the negotiation process. Actors understanding how the bureaucratic process works within the EU decision system have a chance to contributing for the changes in the directions they wishes for within a range of policy areas. The principal aim of the Directive was to guarantee the safety of passengers and to provide technical prescription in particular to wheelchair users.

This thesis consists of three parts: one normative, one empirical and one constructive, with the intention to explore the enforcement of accountability in megaprojects.The thesis aims to evaluate the level of accountability in the Policy process of the European Spallation Source, ESS between 1990 and 2008. In order to make a comparison possible, a norm is created concerning how a Policy process should be designed, with primary focus on openness and participation, to make enforcement of accountability possible. The Policy process of the ESS is compared with this norm with the purpose of discovering whether the process contains elements that assure enforcement of accountability. After the comparison is done, it is possible to formulate constructive proposals about how the enforcement of accountability can be improved.The thesis also explores how networks, consisting of actors with particular resources, surrounding the ESS-project affects the form of the Policy process, e.g. in shaping the social construction of the aim and purpose of the project.

In 1998 Sweden accepted the Treaty of Amsterdam which contained a development of the common foreign and security policy (CFSP) towards a European security and defense policy (ESDP). This thesis aims at studying the decision making process behind the Swedish foreign policy decision to further develop its security policy within the European Union. The purpose is to explain which factors and conditions that did affect and influence the Swedish foreign policy decision. The research applies foreign policy analysis, a theoretical perspective that analyzes both domestic and international conditions using different levels of analysis. The research methods being used has been qualitative as well as quantitative, complemented by interviews, since the research is a process tracing case study.The thesis conclusion is that the Swedish decision is explained by several factors.

The UN has a goal to gender-mainstream all politics, but its politics in climate change is not gender-sensitive. The Swedish government has the same goal concerning gender mainstreaming, but does the Swedish politics of climate change reach this goal? The aim of this paper is to examine the relations between the Swedish politics of gender and climate change. In addition, the aim is also to investigate how gender is constructed in the climate politics. To reach these aims, an institutional, policy and gender analysis is used.

As the numbers of immigrants to Sweden and the EU are ever increasing even the right-wing populist parties grow faster in number. Sweden, Germany and France are three European countries that receive 90 percent of all asylum seekers and should therefore have a well-established and talked about immigration policy one can think. Yet the political parties in Sweden do not mention much about the immigration policy apart from the political party Sweden Democrats. This study aims to analyze eight different political parties in the Swedish parliament through a textual analysis to see what kind of immigration policy they share. Carl Dahlström has a theory to determine what type of policy a certain party has and whether they want to assimilate or integrate immigrants.

The aim of this study is to analyze the process of an agenda setting and see how a specific issue came to materialize on the security policy agenda. The empirical goal of the study is to see why Sweden chose to participate in the EU-led operation to Chad, and how that process came to be? The analysis is based upon Kingdon's multiple streams theory (2003) where he distinguishes the process into three streams. Central for his theory is the coupling of these streams and the importance of a policy entrepreneur. I complement Kingdon's theory of policy entrepreneurs by taking inspiration from Hinnfors (1995), Gustavsson (1999) and especially Eriksson (2000) and their analysis of policy change and agenda setting.
